Yes and no – it depends on what kind of "records" you’re referring to…

Unless you’re working for some kind of government agency – or an actual wireless company – there is virtually no legal way to obtain anyone’s actual phone records, cellular or otherwise.

However – if the type of "records" you’re after are the generic kind that simply include the person’s name, address and so on (just like how whitepages.com provides "records" for residential landline numbers, then yes, you can in some cases obtain cell phone records online.

The easiest way to do this is by using search engines like Google, Yahoo and MSN to search for the number in quotation marks to see if it pulls up any sites, blogs, classified ads or profile pages that may include the number – and possibly some other details along with it. There are some reverse cell phone search types of services that claim to provide "records" – many of which don’t, but some do. Stick with the ones that have a "no hit, no fee" guarantee.
