Rules 16 and 17 of the USGA rules of golf cover play on the putting surface. Rule 16 is a somewhat lengthy rule which covers such things as the circumstances in which a player is allowed to touch the line of a putt, when a ball may be lifted and cleaned, when hole plugs, ball marks and other damage may be repaired, testing the putting surface, standing over the line of a putt, striking the ball while another ball is in motion on the putting surface and the procedure for play when a ball is ‘hanging’ on the lip of the cup. After this somewhat lengthy and detailed rule, rule 17 is a short and simple rule covering attendance at and removal of the flagstick.
